Florida has zero income tax. Moving to North Carolina adds 4.5% on non-SS retirement income. Why are Florida retirees considering Wilmington anyway — and does the full math support the move?

Talk to a Specialist →This has to be stated clearly: moving from Florida to North Carolina is an income tax step backward for most retirees. Florida has zero state income tax on all income. North Carolina has a 4.5% flat rate on non-Social-Security retirement income, declining to 3.99% by 2027. A couple drawing $80,000 in IRA distributions would pay approximately $3,600/year in NC income tax that they paid nothing on in Florida. That is a real, permanent annual cost.
Any FL to Wilmington analysis that does not lead with this fact is not being honest with you. If income tax minimization is your primary financial goal, you should stay in Florida or move to Tennessee, Nevada, Texas, or Washington — not North Carolina.
Florida’s income tax advantage is real. But it is not the only number in the annual cost comparison. When you include the full picture, the gap between Florida and Wilmington narrows considerably — and sometimes reverses.
The comparison is more favorable for Florida buyers coming from Gulf Coast Sarasota, Fort Myers, or Naples — where insurance is most expensive and CDD fees are most prevalent. It is less favorable for Florida buyers coming from inland communities with lower insurance costs and minimal CDDs.

Atlantic beaches vs Gulf beaches is a meaningful lifestyle difference for buyers who have a preference. Many Northeast transplants to Florida actually prefer Atlantic surf beaches — what they know from summers at the Jersey Shore or Cape Cod — over the Gulf’s calmer, warmer water. Moving to Wilmington puts them back on the Atlantic.
Wilmington’s genuine small-city character — UNCW, a downtown arts scene, a real restaurant ecosystem, the Cape Fear River waterfront — is different from what most Florida coastal retirement corridors provide. For FL retirees who moved from Philadelphia, New York, or Boston and find themselves missing genuine urban character, Wilmington is a real alternative that The Villages, Lakewood Ranch, or Fort Myers cannot match.
Florida’s summer climate is also a driver. June, July, August, and September in coastal Florida — 92°F with 85% humidity and daily afternoon thunderstorms — is genuinely difficult for outdoor activity. Wilmington’s coastal summers are hot but shorter and less humid. Buyers who are spending their Florida summers indoors with the AC running may find Wilmington’s summer more livable.
