Age-Restricted vs Age-Targeted — What It Actually Means for Grand Strand Buyers

Four of the six Grand Strand communities covered on this site are HOPA-certified age-restricted: Del Webb Grande Dunes, Del Webb North Myrtle Beach, Seasons at Prince Creek West, and Myrtle Trace. Two are age-targeted (marketed to 55+ but not HOPA-certified): Cresswind Myrtle Beach and Bridgewater. What HOPA certification means: Under the Housing for Older Persons Act, a community qualifies for federal age discrimination exemption if at least 80% of occupied units have at least one resident who is 55 or older AND the community has policies demonstrating intent to house 55+ residents AND the community publishes and follows the policies. HOPA-certified communities can legally refuse to sell or rent to families with minor children. Non-HOPA communities cannot make this exclusion. What it means practically at Cresswind: In practice, Cresswind's demographic is overwhelmingly 55+. The age-targeted marketing, pricing, and amenity focus attract almost exclusively older adults. But there is no legal barrier to a 45-year-old couple with school-age children purchasing there if they choose to. In the current Cresswind resale market, this rarely happens — but it can. What it means practically at Bridgewater: Same situation, amplified. Bridgewater's wide price range and manufactured/attached product mix makes it more demographically diverse than pure 55+ communities. The community may have more age variation than buyers from true 55+ backgrounds expect. When the distinction matters most: Estate planning (community rules affect resale), financing (some jumbo loan programs have 55+ community requirements), and personal preference for consistent age-group demographic. When it does not matter much: Daily life experience at Cresswind is functionally identical to a HOPA community. Most residents and their neighbors are 55+.
