The Philadelphia suburbs run on a genuine tension. Pennsylvania exempts Social Security, pension income, and IRA/401(k) distributions entirely from state income tax — one of the most retiree-favorable income tax structures in the Northeast. But property taxes across Chester, Bucks, Montgomery, and Delaware counties run 1.6% to 2.2% effective, and the county line matters more than most buyers expect before they start comparing listings.

Hershey's Mill alone runs 25 villages and roughly 1,700 homes — a resale market deeper than almost any comparable 55+ community on the East Coast outside Florida. Toll Brothers' Regency brand and McKee Builders anchor new construction across the four counties, giving buyers a genuinely wide range of product and price to compare.

Genuine strengths

  • Social Security, all pension income, and all retirement account distributions are fully exempt from PA state income tax.
  • Two stackable relief programs exist: the Act 1 Homestead Exemption (reduces assessed value, no income limit) and the Lottery-funded Property Tax/Rent Rebate (up to $1,000/year for qualifying 65+ homeowners under the income threshold). Combined, they can save $1,500–$3,000 annually.
  • Deep, established resale inventory at Hershey's Mill, plus a genuinely wide new-construction pipeline from Toll Brothers Regency.
  • Montgomery County offers the lowest effective rate of the four core counties, at roughly 1.7%.

Where it falls short

  • Property tax is the tradeoff for the income tax exemption — Delaware County runs roughly 2.0% effective, meaningfully higher than Montgomery's 1.7% on a comparable home.
  • Neither PA tax relief program is automatic. The Homestead Exemption must be filed with the county assessment office, and the Rebate Program requires an annual filing (Form PA-1000) by June 30 — many eligible buyers miss it because it's never mentioned at settlement.
  • The Rebate Program has a household income limit of $45,000, which excludes many buyers relocating with meaningful retirement assets.
  • Four counties means four different tax pictures to research — there is no single "Philadelphia rate" to rely on.
