Veterans Retiring to Raleigh-Durham — The Full Financial Picture

North Carolina is one of the best states for military retirees — full pension exemption, no Social Security tax, and proximity to Fort Liberty and multiple VA facilities. Here's what the numbers actually look like.

NC Military Retirement Tax Benefits — The Real Numbers

Military Retirement Pay

100% EXEMPT from NC state income tax

All military retirement pay — Army, Navy, Air Force, Marines, Coast Guard, National Guard — is fully exempt from North Carolina state income tax. No income limit, no phase-out.

Social Security

100% EXEMPT from NC state income tax

All Social Security benefits are fully exempt. A military retiree receiving both pension and Social Security pays zero NC state income tax on both.

VA Disability Compensation

NEVER taxable

VA disability compensation is federally tax-exempt and NC follows federal treatment. Fully excluded.

SBP (Survivor Benefit Plan)

EXEMPT from NC income tax

Survivor Benefit Plan payments to surviving spouses are exempt from NC state income tax.

What This Means in Practice

A retired E-8 with 20 years receiving ~$3,200/month pension + $2,200/month Social Security = $64,800/year in retirement income. NC state income tax on that income: $0. The same income profile in Virginia pays ~$2,500/year in state income tax. In Maryland: ~$3,000+/year. The Triangle's military tax advantage is meaningful over a 20-year retirement.

VA & Military Healthcare Access from Triangle 55+ Communities

Durham VA Medical Center

Durham — 15–25 min from most Triangle 55+ communities

Full-service VA hospital. Rated highly for primary care and specialty services. Adjacent to Duke University Medical Center campus.

Raleigh VA Clinic (multiple)

Raleigh/Morrisville — 20–35 min from Triangle communities

Community-based outpatient clinics for primary care, mental health, and some specialty services.

Fort Liberty (Womack AMC)

Fayetteville — 70 min from Triangle

Active duty hospital. Retirees with TRICARE may access Womack as space permits. More practical for retirees near Fayetteville than Triangle.

Butner VA (specialized)

Butner — 30 min from Triangle

Primarily long-term and psychiatric care. Not primary care destination.

Which Triangle 55+ Community Makes the Most Financial Sense for Veterans

With military pension and Social Security both fully exempt from NC state income tax, a veteran's retirement income goes further in the Triangle than almost any other state. The community decision usually comes down to VA healthcare proximity and total monthly cost:

Carolina Arbors (Durham)

Closest to Durham VA Medical Center (~15 min). Duke University Medical Center adjacent — critical for complex TRICARE referrals. Best for veterans with active VA care relationships.

Encore at Wendell Falls

Lowest total monthly cost in the Triangle. On a fixed military pension, the $150–$200/month savings vs other communities compounds significantly over time. Durham VA still accessible in ~35 min.

Del Webb Carolina Gardens (Fuquay-Varina)

Second-lowest total cost, still Wake County. Fort Liberty day trip is feasible (~75 min) for veterans who maintain Fayetteville connections or use Womack AMC occasionally.

NC Veterans Property Tax Exclusion

North Carolina offers an additional property tax exclusion for disabled veterans. Veterans with a 100% permanent and total VA disability rating qualify for complete property tax exemption on their primary residence — no property tax at all. For veterans with qualifying ratings, this eliminates one of the larger fixed costs in Triangle retirement entirely.

Partial exemptions exist for veterans with ratings below 100%. Apply through your county tax assessor with your VA disability rating letter. This does not happen automatically — you must apply.
