Wynmoor Village SB 4-D Status: What 133 Buildings and 44 Associations Mean for Buyers

Wynmoor passed its 40-year structural inspection. But SB 4-D requires more than a milestone inspection — it requires fully funded structural reserves. Here is what buyers need to know.

The good news: Wynmoor Village has passed its 40-year structural inspection, which means the community's buildings have been evaluated by a licensed engineer and found structurally sound at the time of inspection. This puts Wynmoor ahead of many comparable communities in Broward County.

What SB 4-D Requires

Florida Senate Bill 4-D (passed in 2022, amended by HB 913) requires condominium associations to complete Structural Integrity Reserve Studies (SIRS) and fully fund reserves for structural components. The key requirements that affect Wynmoor:

Milestone Structural Inspections: Buildings 3+ stories and 30+ years old must complete milestone inspections. For buildings within 3 miles of the coast, the first inspection is required at 25 years. Wynmoor is inland (Coconut Creek is approximately 8 miles from the coast), so the 30-year threshold applies. All 133 buildings, constructed between 1978 and 1999, now exceed 25 years of age — and the oldest are approaching 50 years.

Structural Integrity Reserve Studies (SIRS): Each association must complete a SIRS that evaluates and establishes reserve funding requirements for: roof, load-bearing walls, foundation, floor systems, plumbing, electrical, waterproofing, windows, fire protection, elevators, concrete, and parking structures. Associations can no longer waive or reduce funding for these components by member vote.

Full Reserve Funding: Associations must begin funding reserves to the SIRS-recommended levels. No more underfunded reserves for structural components.

Wynmoor's Position

Structural inspection: Passed. Wynmoor completed its 40-year recertification process, which means the buildings' structural integrity has been professionally evaluated.
SIRS compliance — building by building: Wynmoor has 44 independent condo associations. Each association is individually responsible for completing its own SIRS and funding its own reserves. Passing the community-wide 40-year inspection does not mean every individual association has completed its SIRS or fully funded its reserves. Buyers must verify SIRS status for the specific building they are considering.

Why Wynmoor's Position Is Better Than Most

Three factors work in Wynmoor's favor relative to communities like Century Village:

1. Tight HOA range ($400-$500) signals consistent management. When HOA fees vary by $100 across 5,260 units instead of $700+ (like Century Village Pembroke Pines), it suggests that most associations are managed to similar standards. Consistent management typically means more consistent reserve funding.

2. The 40-year inspection is already done. Communities that have not yet completed their milestone inspections face uncertainty — the inspection could reveal structural issues that trigger expensive remediation. Wynmoor has already cleared that hurdle.

3. Professional management infrastructure. With over 200 staff members and a 44-member board, Wynmoor has the organizational capacity to coordinate SIRS compliance across associations. Smaller communities with volunteer-only boards often struggle with the administrative complexity of SB 4-D compliance.

What Buyers Should Still Verify

Despite Wynmoor's relatively strong position, buyers should request the following for their specific building before closing:

1. SIRS completion status. Has the specific building completed its Structural Integrity Reserve Study? If not, when is it scheduled?

2. Reserve fund balance vs. SIRS recommendation. What percentage of the SIRS-recommended reserve does the building currently hold? Below 50% means special assessments are probable.

3. Reserve funding plan. Is the association planning to fund reserves through gradual HOA increases or through special assessments? Gradual increases are easier on owners' cash flow.

4. Three-year HOA fee trajectory. What has the HOA been over the last 3 years? An association that went from $380 to $475 is on a steeper trajectory than one that went from $420 to $450.

5. Insurance policy details. Separate from structural reserves, verify the building's master insurance policy — carrier, coverage limits, deductible, and whether it is with Citizens or a private carrier.

The Bigger Picture

Wynmoor's 40-year inspection clearance, tight HOA range, and professional management put it in the top tier of Broward County 55+ condo communities for SB 4-D readiness. That does not mean every building in Wynmoor is equally positioned — the 44-association structure means there will be variations. But the foundation is sound, which is more than can be said for many Broward communities where buyers are walking into undisclosed SB 4-D liability.

The lesson for Wynmoor buyers: do your building-level due diligence, but do it with confidence that the community-level infrastructure supports compliance rather than resisting it.
