Rankings

#1
Sun City West
Surprise/Peoria, AZ · 72 holes (4 RSCW courses)
$220K–$500K
HOA: ~$550/yr

Best golf value in Arizona by a wide margin. Four 18-hole courses at an annual assessment that amounts to ~$46/month. Every style of golfer is served — challenging courses, beginner-friendly courses, courses with water features, desert target courses. The RSCW model keeps costs low. The only knock: older community, some tee time competition during peak season.

9.5 / 10 (value)
#2
Sun City (Original)
Surprise, AZ · 72 holes (4 RCSC courses)
$180K–$420K
HOA: ~$525/yr

Same model as Sun City West — four courses, non-profit RCSC governance, annual assessment instead of monthly HOA. The courses are older and show their age compared to newer communities, but the value proposition at these prices is hard to beat. Best entry-level golf access in the Arizona 55+ market.

9.0 / 10 (value)
#3
Sun City Grand
Surprise, AZ · 72 holes (4 RCSCG courses)
$300K–$650K
HOA: ~$600/yr

Four newer courses (post-2001) in better condition than the original RCSC communities. Still the non-profit RCSCG model — minimal annual cost relative to what you get. The Grand Center ties outstanding golf access to a premier amenity campus. Slightly higher price than Sun City original reflects the newer construction and course quality.

9.2 / 10 (value + quality)
#4
PebbleCreek
Goodyear, AZ · 36 holes (2 private courses)
$350K–$900K
HOA: ~$300/mo

Two private courses at consistent resort-quality maintenance. Best multi-course option among private HOA communities. The Eagle's Nest course is well-regarded as a better test than the Tuscany Falls course. 9,000 homes means tee time competition is real during peak season. Strong golf culture — organized leagues, tournaments, instruction.

8.0 / 10
#5
Quail Creek
Green Valley, AZ · 36 holes (2 private courses)
$250K–$500K
HOA: ~$250/mo

Two private courses in a mountain-view setting at prices well below Phoenix metro. The elevation (3,200 ft) makes the courses play differently — cooler, with better ball flight. The Santa Rita Mountain backdrop on several holes is genuinely spectacular. Best value 36-hole private access south of Phoenix.

8.2 / 10 (value + setting)
#6
Westbrook Village
Peoria, AZ · 36 holes (2 private courses)
$280K–$550K
HOA: ~$250/mo

Two Robson-maintained private courses at prices 15–25% below PebbleCreek. The Lakes Course has water features that add visual interest; Palo Verde is desert parkland. Good tee time availability due to smaller community size. Best value 36-hole private access in the Northwest Valley.

7.8 / 10 (value)
#7
Encanterra
Queen Creek, AZ · 18 holes (Tom Lehman private)
$500K–$1M+
HOA: ~$500/mo

The highest-prestige 18-hole course in the Arizona 55+ market. Tom Lehman design with desert terrain, elevation changes, and mountain views. Private — residents and guests only. Excellent tee time availability due to smaller community. The course quality justifies a premium for golfers who care about course design pedigree. Loses points for single-course — variety-seekers will miss a second option.

8.5 / 10 (quality)
#8
SaddleBrooke
Oracle, AZ · 36+ holes (2 country clubs)
$350K–$700K
HOA: ~$275/mo

Two distinct country clubs with separate courses and separate social cultures in a spectacular mountain setting. The SaddleBrooke One and SaddleBrooke Two courses each have their own character. Strong serious-golfer culture. The Oracle location adds distance from Phoenix metro but the setting is arguably the best of any community on this list.
