What "Master-Planned" Actually Means Here

The Gate House sits adjacent to Shoal Creek Valley Golf Course and functions as a quieter retreat — library, meeting rooms, outdoor waterfall spa, pool, and barbecue pavilion. This is where residents go for book club or a quiet afternoon with a view of the fairways.

The Park House is a different proposition entirely. Its outdoor water park includes a lazy river, two water slides, a splash plaza, a zero-entry family pool, a toddler pool, a serenity pool, and sun decks. Interior spaces include a great room with fireplace, which hosts community events. Both clubhouses can be rented for private parties.

Exterior designs come in six color schemes. Basements add an additional 843 square feet of storage space — notable for buyers coming from larger single-family homes who need somewhere to put the furniture they can't bring themselves to sell yet.

These are attached villas — not condos, not townhomes in the traditional stacked sense, but side-by-side single-level homes sharing a wall. The maintenance-free model means the HOA handles exterior building maintenance, leaving residents to deal with the interior only.

Location in the Northland

Shoal Creek Valley sits in the Northland — the area north of the Missouri River — along MO-152 between I-35 and I-435, near Liberty. The surrounding master-planned community has over 150 retail shops including grocery stores and restaurants within the development itself. KCI Airport is roughly 15 minutes. The Northland's position in Clay County is significant for tax purposes.

Clay County Property Taxes and SB 190

Clay County adopted the Missouri SB 190 senior property tax freeze in November 2023, effective January 2025. Eligible residents 62 or older apply between January 1 and March 31 each year, with an annual affidavit required to maintain the freeze. Once approved, your property tax bill is frozen at that year's amount — it can decrease if values fall, but it cannot increase while you remain enrolled.

Clay County's effective property tax rate runs around 1.04%, which on a $350,000 home translates to approximately $3,640 annually before the freeze. After the freeze, that number is locked until you sell or the home changes hands. For buyers coming from DuPage County, Illinois or the Chicago suburbs where $7,000–$9,000 annual bills are routine, this is a material quality-of-life difference.

SB 190 Application Window — Clay County

Applications are accepted January 1 through March 31 annually. You'll need proof of age, proof of primary residence, and a copy of your deed or legal interest documentation. Twenty-seven homes means you will know your neighbors within a month of moving in — that's not a cliché, it's arithmetic. If you want anonymity, look at Hazelwood Villas (229 homes) or Asbury Villas in Olathe (204 homes). The Village in Shoal Creek Valley is for buyers who want genuine community, don't need a large home, and want master-plan amenities without having to maintain any of it.

It's also resale-only at this point — Brookfield completed construction in 2023, so there are no new builds available. When a home comes to market here, it tends to move quickly.
