Epcon Communities describes Villas of Piper Valley as "the only 55+ master-planned community in the greater Kansas City area offering detached homes" — and that claim holds up to verification. Every other 55+ community in this metro either builds attached homes or is a resale-only community where the original builder is no longer active. Epcon's product here is specifically the private courtyard patio home: a detached single-family home with an enclosed outdoor space that functions as a private yard without any of the maintenance of a traditional yard.
Construction began in 2022. Sixty-two homes at full buildout in Wyandotte County (Kansas City, KS), priced from approximately $300K to $600K depending on plan and finish selections.
The Epcon Courtyard Model — What "Private Courtyard" Actually Means
The Epcon design principle is that the outdoor space is enclosed and private — not a shared patio, not a back deck that faces neighboring homes, but a walled or fenced courtyard that you access from inside the home. You can have breakfast outside in a robe without being visible to passing neighbors. You can garden in a contained space. You can open the doors and hear birds without hearing traffic. This is meaningfully different from the standard active adult villa setup where "outdoor space" means a small patio that opens onto a shared lawn maintained by the HOA.
The HOA at Villas of Piper Valley covers lawn care, snow removal, and common area maintenance — you do not maintain the courtyard's plantings yourself unless you choose to add them. The base standard is that the HOA handles all exterior maintenance including lawn care.
Floor Plans
Epcon also offers a Portico floor plan at this community — a smaller, more accessible option. Contact the community sales team for current plan availability and base pricing. Floor plan availability changes as the buildout progresses and lots with specific orientations get claimed.
Amenities
The Safe Room Detail
At least some floor plans at Villas of Piper Valley incorporate a storm shelter built into the primary bedroom closet — a design feature that addresses a real concern in the Kansas City area, which sees a meaningful number of tornado warnings annually. This is not cosmetic. It is a meaningful structural feature for buyers who take Kansas City weather seriously.
Wyandotte County Property Taxes — The Kansas Side Reality
No Senior Property Tax Freeze on the Kansas Side
Kansas has no equivalent of Missouri's SB 190 property tax freeze for seniors. Wyandotte County's effective rate runs approximately 1.08% of market value. On a $400,000 Villas of Piper Valley home, that's roughly $4,320 annually — and it will increase as assessments rise over time. Unlike Jackson or Clay County Missouri, there is no mechanism to lock this number for buyers 62+.
True Annual Cost Estimate
| Cost Component | $350,000 Home | $450,000 Home | Notes |
|---|---|---|---|
| Property Tax (Wyandotte Co. ~1.08%) | ~$3,780/yr | ~$4,860/yr | No senior freeze equivalent in Kansas |
| HOA Fee | Confirm with Epcon sales | Confirm with Epcon sales | Covers lawn, snow, common areas; verify current monthly |
| Homeowners Insurance | ~$1,700–$2,200/yr | ~$2,100–$2,700/yr | New construction; get quotes from KC-area insurers |
What Kansas Gets Right on Income Tax
The property tax comparison favors Missouri, but the income tax picture on the Kansas side has changed materially since 2024. Kansas now fully exempts Social Security from state income tax (no income cap, effective tax year 2024). Kansas also fully exempts federal civil service pensions, military retirement pay, and KPERS. If your retirement income is primarily Social Security plus a government pension, the Kansas income tax hit is minimal. Private pensions, 401(k), and IRA distributions are still taxable at 5.2%–5.58%.
Missouri, for its part, also fully exempted Social Security starting tax year 2024. Public pensions in Missouri are exempt up to the maximum Social Security benefit level (~$47,633). Missouri's top income tax rate of 4.8% is actually lower than Kansas's 5.58% top rate. For buyers with significant private pension or IRA income, Missouri is now the lower-income-tax state — a shift that many buyers haven't fully absorbed yet.
