Sun City Shadow Hills includes two 18-hole championship golf courses in standard HOA dues. No per-round green fee. No initiation fee. No separate golf membership required. Every resident pays the same $398/month whether they play 200 rounds a year or never set foot on a fairway.

"Golf included" at SCSH means green fees — course access — are covered in HOA. Cart fees are charged separately per round. In a desert climate where walking 18 holes in peak season is impractical, cart fees are a near-mandatory additional cost for most rounds. Verify current cart fee rates directly with the SCSH pro shop; they are not public-facing on the community website.
Factor cart fees into your round-by-round golf cost when comparing SCSH to SCPD's rate-lock plan. The true per-round cost at SCSH is not zero — it is zero green fees plus cart fees.

The question buyers should actually ask is not "is golf included?" — it is "what does the golf inclusion cost me in higher HOA and electricity, and does the savings on green fees exceed that?" Here is that calculation at three round counts.

The break-even point: roughly 30–40 rounds per year
At approximately 30–40 rounds per year, the green fee savings at SCSH begin to offset the electricity and HOA premium. Below that threshold, SCPD's total operating cost is lower even for golfers. Above 50 rounds per year, SCSH becomes the clearer financial winner — and at 100+ rounds, the gap is substantial.
If you golf seriously and plan to play 50+ rounds annually in retirement, Shadow Hills is the stronger financial choice on golf economics alone. If you play occasionally or do not golf at all, the electricity and HOA advantages at Sun City Palm Desert are not overcome.
Amenities Beyond Golf — Both Clubhouses
Shadow Hills has two full-service clubhouses: the Santa Rosa Club and the San Gorgonio Club. Both are included in HOA dues with no tiered access. The split mirrors SCPD's three-clubhouse model — different sections of the community have closer access to one or the other.

What costs extra at SCSH
Golf cart fees per round are the primary extra cost for golfers. Restaurant dining, day spa services (if available), guest amenity access, and individual club dues (where applicable) are separate. The HOA covers access and facility use; consumables and services are charged individually.
For most residents, the extras are modest. The headline HOA covers the substantial majority of day-to-day amenity use.
How SCSH Compares to Other Golf-Included Communities
SCSH is not the only Coachella Valley 55+ community with golf in the HOA. Trilogy at La Quinta (~$552/mo HOA) and Heritage Palms (~$475/mo HOA) also bundle golf. Shadow Hills' $398/mo HOA is the lowest among golf-inclusive communities in the valley — making it the most cost-efficient bundled golf option on a pure HOA basis, before electricity and Mello-Roos are considered.
