It’s close enough for an easy trip downtown for a ballgame or the airport, but far enough to feel like its own town, with its own hospital system, retail corridor, and school district. If you’re 62 or older and plan to make one of these three your primary residence, SB 190 locks your Jackson County bill at whatever it is the year you apply — a real, compounding advantage over a 15- or 20-year hold, even against the backdrop of 2023’s spike. If you’re buying younger than 62, or as an investment or second home, you’re exposed to whatever the 2027 reassessment brings with no freeze to soften it. Confirm your eligibility and the current application process with the Jackson County Assessor’s office before you write an offer.
Compared to Cass County next door, you’re accepting Jackson County’s assessment volatility as the price of a more established, amenity-rich lake setting and a shorter commute into downtown Kansas City. Compared to the Northland, Lee’s Summit offers far more inventory and price-point variety, but without the Northland’s straightforward, single-application tax freeze process on the Clay County side (Jackson County’s one-time filing is actually simpler here, to be fair — the real cost is the assessment uncertainty itself, not the paperwork).
Lee’s Summit works well for buyers 62 and older who want to lock in the SB 190 freeze once and be done with it, who value an established lake-and-trail setting over new construction, and who want a genuine range of price points — from villa to single-family luxury — without leaving one city. It’s a harder recommendation for buyers under 62 who are especially rate-sensitive, given the open question around 2027.
