So a retiree living on those sources already pays $0 in Illinois income tax. Moving to Tennessee’s 0% changes nothing on that line.

So where’s the win? Property tax.

Illinois has some of the highest property taxes in the nation — effective rates commonly north of 2% of a home’s value, and in many Chicago-area counties higher still. The other quiet win: estate tax

Illinois is one of the minority of states with its own estate tax (with an exemption far below the federal level), which can reach into the estates of fairly ordinary homeowners. Tennessee has no estate or inheritance tax. If you have meaningful assets to pass on, establishing Tennessee residency can matter to your heirs.

Don’t frame this as an income-tax escape — Illinois already gave you that on retirement income. Frame it as a property-tax escape (and, for some, an estate-tax escape) plus a better climate.
