Why retirees look at Chattanooga
Tennessee levies no state income tax on any income — wages, Social Security, pensions, 401(k) and IRA withdrawals are all untaxed at the state level (the old Hall tax on interest and dividends was fully repealed in 2021). There is also no state estate or inheritance tax. For a retiree drawing down retirement accounts, that is the headline. The tradeoff is a high combined sales tax of about 9.25%, including on groceries.
Chattanooga itself offers a walkable revitalized riverfront, mountains on three sides, four mild seasons, and a cost of living below the national average. It is a classic “halfback” landing spot — cooler and cheaper than Florida, warmer and more scenic than the Midwest.

The metro’s flagship master-planned community. Popular with retirees but not age-restricted, and inside the city limits — which roughly doubles the property-tax bill versus unincorporated addresses.

The closest thing Chattanooga has to a dedicated low-maintenance adult community. Largely built out, so expect resale. County-only taxes make it the simplest, cheapest tax situation in the market.

The active new-construction, lock-and-leave option. HOA covers lawn and exterior. Accessible design (wide doors, roll-in showers) makes it a real downsizing choice even though it is not age-restricted.
